City Council

by Monty Rainey, Junto Society

The key functions of City Council are, to adopt by-laws governing matters delegated to local government through the Municipal Act and other Provincial statutes, to adopt administrative policy, and to levy taxes for these purposes. City Council is also empowered to acquire, dispose of and manage City assets. . For example, council appropriates all money necessary to run the city. Only council may pass or change laws, often after holding a public hearing.

City Councils vary in size, but are normally from 3 to 9 members. Term of office may also vary from 1 to 6 years. Regardless of the type of Municipal Government in force, the basic principals of the City Council remain the same; to make the decisions of how best to manage the city. Once the decisions are made, they are turned over to a City Manager to carry out.
