Appraise and Assess for Ad Valorem Tax Purposes, all property within the City of Moorhead including a review of all building permits for;
· Residential
· Commercial
· Industrial
· Tax Exempt
Determine appropriate levels of assessment using sound mass appraisal practice and procedures.
Administer the local Board of Review, and appear at County and State Boards of Review as required.
Administer Tax Court Appeals, including preparation and review of appraisals, and appear as necessary.
Perform Economic Development Appraisals and Analysis, including TIF analysis.
Maintain Computer Aided Mass Appraisal System (CAMA)
Review Fee Appraisals commissioned by other City Departments
Maintain Records of:
· Property Transfers (CRV’s)
· Property Classification
· Social Security Records
· Mobile Homes
· Homesteads
· Abatements
· Other programs, such as This Old House, 4d properties
Provide and facilitate information exchange through phone system and web site.
Provide Relocation Assistance in eminent domain and economic development projects according to the Uniform Relocation Assistance Act.
