Clark County operates under the system known as the council-manager form of government, with a group of seven elected commissioners who, as a team, appoint a manager to implement their policies.
The council-manager plan is a system of local government, which combines the strong political leadership of elected officials in the form of the council, or in our case a commission, with the strong managerial experience of the appointed local government manager to oversee the delivery of public services and the daily operations of the community.

In Clark County, the manager’s duties are outlined in Clark County Code Chapter 2.44, with specific responsibilities that can only be changed by ordinance. Clark County is the third largest employer in the county, with over 35 departments and more than 8,000 employees. As chief administrator, I appoint department heads, directors and assistants and evaluate their work; make recommendations on improving efficiency and effectiveness; prepare and submit the proposed County budgets; administrate the purchase of supplies and equipment; prepare the agendas for the Board’s meetings; and perform other duties assigned by the Board.
In addition to overseeing daily operations, much of my time is spent interacting with Commissioners, County staff and the community, negotiating, facilitating and consensus-building to keep the County on focus and headed in the direction laid out by the Board of Commissioners.
As you can imagine, I am extremely busy keeping track of important issues that directly affect our citizens and the well-being of the county in which we operate. My schedule can be hectic and varies from day-to-day, so I have become very effective at delegating tasks in order to achieve the County’s goals. Although I often work very long hours, I consider the job a real opportunity to keep Clark County on track with its strategic plan as well as an opportunity to maximize the quality of life for our community.
