Thom Reilly- Biography

As County Manager for the fastest growing area in the nation - Clark County, Nevada - Thom Reilly is responsible for the executive oversight of a government that provides both regional and municipal-type services to over 1.6 million residents. In his position as the County’s chief administrator, he is charged with carrying out the policies established by the seven-member Board of County Commissioners. Reilly is committed to maintaining a high degree of accountability through judicious fiscal management of the County’s $3.5 billion budget, and open communication with the public regarding all issues affecting the community.

 

Reilly provides administrative oversight for 35 diverse and geographically dispersed departments (including McCarran International Airport and the University Medical Center), and the more than 11,000 employees who are responsible for delivering the wide array of services provided through Clark County. He is dedicated to open and inclusive government and promotes this philosophy by working with citizens, businesses, community groups, and other governmental entities to facilitate collaborative planning and problem solving for community and social issues. 

Reilly’s position as the Clark County Manager follows eighteen years of public sector experience in the areas of public administration, social work, and education. Born in Philadelphia and raised in Memphis, Reilly worked with at-risk youth in a number of cities across the country while working on his undergraduate degree. He began his professional career as a Child Welfare Case Manager for the state of Tennessee in 1983, and accepted his first position in Nevada as a Social Service Specialist in 1987 with Nevada State Welfare in Carson City. In 1988, Reilly assumed the position of Chief of Social Services, and was subsequently promoted to Deputy Administrator before moving to Las Vegas in 1991 to join the Division of Child and Family Services. In that role, Reilly was responsible for overseeing the child welfare system for the state of Nevada. During that time (1995-96), he also served as statewide coordinator of Governor Bob Miller’s Family Resource Center Project.

Reilly left State service in 1997 to serve as Director of Clark County Administrative Services where he was responsible for administering and planning Clark County’s legislative initiatives, franchise agreements, emergency management, policy and program development, and strategic planning efforts. 

In August of 1999, Reilly departed from Clark County to accept a position as Associate Professor at the University of Nevada, Las Vegas (UNLV). He has instructed a number of graduate level courses in Public Administration and Social Work, and continues to teach on a part-time basis. 

Reilly holds both a Doctorate and Master of Public Administration degrees from the University of Southern California (USC), a Master of Social Work from Arizona State University, and a B.A. in Social Work from Memphis State University. He has published numerous articles, manuscripts, and technical reports in the areas of health and human services, environmental planning, citizen participation, and collaborative decision-making. Dr. Reilly is active in a number of community organizations and programs, and serves on the editorial board for the journal, Social Work Administration.
