Stop Congress from Hollowing Out NASA Budget

The recent and tragic loss of Columbia and her crew has put a spotlight on the special interest earmarks in NASA's budget. In NASA's 2003 spending plan, Congress has inserted items such as $2 million for joint weather and ocean research at the University of Massachusetts and the University of Alaska, $2 million for the Gulf of Maine Aquarium Foundation and $3 million for the Alabama Math, Science and Technology Initiative. At a time when NASA's budget has barely kept up with inflation, pet projects have absorbed between 2.4 percent and 3.6 percent of spending on the agency. These projects are hollowing out NASA's budget by diverting scarce funds away from the research and programs essential to the space agency's mission.
